Biography


Dr Michael Palmer is an economist specialising in the field of health. His research has focused on the economics of disability and policies for risk mitigation in developing country settings. At the Nossal Institute, Michael is developing a program of research on social protection and disability. He is developing methods of evaluation to assess the effectiveness of government-funded social protection programs, both in terms of targeting and benefits. The research aims to contribute to the evidence base and provide lessons for countries that are mainstreaming disability into national social protection programs.
Michael obtained his PhD from the Australian National University in 2011. His main research work has been in Vietnam where he has lived and worked for four years, including positions at the University of Economics (Ho Chi Minh City) and the Hanoi School of Public Health. He has also worked as a revenue modeler and trainer at the Ministry of Finance in Suva, Fiji, for six months.
