Organised Response for Comprehensive HIV Interventions in Districts of Manipur and Nagaland (ORCHID)

Description: Project ORCHID works to reduce transmission of HIV and STI among Injecting Drug Users (IDU), Sex Workers (SW), Men having Sex with Men (MSM) and their sexual partners through a response of increased scale and coverage in selected high-prevalence districts and townships of Manipur and Nagaland in Northeast India.  Project ORCHID has been building the capacity of local NGOs, community based organisations and faith-based organisations since May 2004. Together with Project ORCHID, local NGOs are increasingly identifying strategies and forging an enabling environment, to scale up harm reduction services to provide outreach to IDU and SW in remote and challenging terrains. This year over 20,000 IDUs, 4,000 SWs, 700 MSM have accessed Project ORCHID services through 12 NGOs and 24 implementation sites. These services provided include needle and syringe program, condoms distribution (including demonstration of safer practices), counselling, STI testing and treatment, abscess treatment, IEC distribution, referral and recreational facilities. In 2005, DFID granted additional funds to EHA and AIHI to provide a buprenorphine substitution service to 1,800 IDU alongside Project ORCHID's existing harm reduction interventions.

HIV/AIDS Asia Regional Program (HAARP) Regional Technical and Coordination Unit (RTCU)

Description: The purpose of this AusAID funded Program is to strengthen the capacity and will of governments and communities in Southeast Asia and China to reduce HIV related harm associated with drug use. HAARP works at a regional level and also engages individual countries on a national level (Vietnam, China, Burma, Cambodia, Laos and Philippines) to develop country specific targets. Three elements of HAARP include:     


  1. Establishing the RTCU which provides technical and coordination services to the HAARP. The Unit is the heart of HAARP, providing access to technical experts, senior officials in partner governments, other agencies in the region, and quality research and other information relevant to HAARP.     
  2. Improving donor harmonisation by facilitating cooperative work with multilateral agencies with mandate to work on HIV and drug use issues, policies and programs. The RTCU will contract technical services from relevant UN agencies to support regional and country level work in reducing HIV harm associated with drug use.     
  3. Achieving country-specific outcomes focussing on national and sub-national levels which will lead to the achievement of overall Program objectives regionally.

The institute is one of three consortium partners managing the implementation of the RTCU.

Tibet Health Sector Support Program  

Description: The Project aims to improve the health and well-being of the people of TAR (4 counties under Lhasa municipality) through institutional strengthening of health management and planning, capacity development and advisory support to health agencies. The Project has three components each with its own objective including:      

AIHI is sub-contracted by Australian Red Cross to provide technical inputs to facilitate the development and institution of the Basic Essential Maternal Newborn Care (EMNC) Training Program for county and township health workers in accordance with the EMNC Plan (2005).

UNAIDS Technical Advisory Group    

Description:The UNAIDS Regional Support Team for Asia and the Pacific is establishing a Technical Advisory Group (TAG) to support the development and implementation of a coherent and effective HIV prevention and AIDS treatment, care and support program in South Asia. AIHI is providing technical advise to the TAG on an ongoing basis.

Overcoming Stigma and Discrimination in Manipur and Nagaland, India  

Description: This two-year project aims to reduce HIV/AIDS related Stigma & Discrimination in Nagaland and Manipur, India against marginalised groups, affected communities and PLHA by applying a coordinated mix of local mass media together with individual and community-based interpersonal communication inter­ventions designed to raise people's awareness and change attitudes. The Project will apply a capacity development approach by providing training and skills development to local video production firms.
